On 20th April, SPI-B issued a paper with guidance on principles for updating COVID guidance, including changes to lockdown:

These guidelines have been systematically violated in the impositions of new restrictions on the North-West
Provide a cleear rationale for changes before they are imposed, we said.
What was done: a tweet late at night on the eve of the changes.

Work with the community to develop guidelines, we said.
What was done: the announcement came as a complete surprrise to those affected.
Guideline violated.
Provide clear and specific guidance as to precisely what people must (and must not) do, we said.
What was done: even the Ministeer didn't know the details the next day.
Guideline violated.
Make sure measures are consistent, we said. Because "perceived inconsistencies... will erode credibility and support for government policies and guidance".
What was done: people can go to drink in the pub but not meet others in their own gardens.
Guideline violated.
Engage all sectors of society, we said.
What was done: Eid was effectively cancelled on the night before, while crowded pubs roared on (👇Manchester last night)

In sum, all we argued for was ignored, all we warned against is in danger of happening. Instead of a community united, informed and working together to stop the infection - a community confused, divided, angry and distrustful of the Governmnt that should be protecting them.
And a Goveerment which should have known better if they read or paid any heed to the advice they had received.
