Every single one of these universities is currently planning to have students return to campus, whether their courses are in-person, online, or hybrid.

Better yet...just don't have freshmen come. Imagine what it will be like to be 18 years old, you're away from home on your for the first time in your life, and you need to spend 2 weeks in a dorm room, quite possibly utterly alone.
Here is what quarantine will look like in MA:
14 days
Cannot leave your residence
No shared bathrooms
No guests
Must be able to isolate individuals from a group quarantine
All food must be delivered (what college can handle this?)
