Nearly everyone mentioned on this report is an enemy of kremlin and/or on the run from russian justice. None of them are kremlin loyalists.

If they were not russian & rich this group would be labelled “Russia’s opposition in exile”
Leads with Lebedev who’s career I know well as I have been interviewing him since he ran Nat Reserve Bank.

He came up with idea United Aviation Corp & proposed to Putin. But kremlin see him as quisling & squeezed out & of Aeroflot too

Borodin is most egregious example. Looted Bank of Moscow for c$15bn causing biggest bank bail out in rus history. Harding on days he accused of fraud & he denies it which is to shamelessly brush over one of russia biggest ever frauds. Shocking UK gave him “political” asylum
Fridman is no friend of kremlin & after he sold TNK to Rosneft for c$25bn has basically left russia although he still has several big investments there

Also not liked by kremlin & Sechin hates him but has a good enuf krisha to be untouchable. Always kept well away from politics
Blvatnik also part of TNK BP deal. Basically in states most of the time and not a kremlin player
Usmanov is another one who has scrupulously avoided politics. Never made money from state assets. Made fortune 1st making plastic bags then finance then metallurgy then from tech. Never done state biz but did do stint as head of Gazprom invest early 00s
