in cardigan, it's meant to be from betty's point of view, the girl who james cheated on. in the bridge she talks about how they kissed in the car (keep this in mind, it will be mentioned again later)
"chase two girls, lose the one" is basically saying that james chased the two girls (the girl in august and betty) til he lost the one (betty).
"peter losing wendy" references how although betty was ready to grow up (saying she knew everything while she was young), james wasn't (in betty, he says "im only 17, i don't know anything".
and here she says he'd come back after the "thrill" (the thrill of cheating) ended. she said he'd stand on her front porch and she'd have him again. then in the end she repeats the chorus.

in betty, james insinuates that betty switched her class because she didn't wanna be around him. why? betty heard a rumor from inez that james was cheating on her, and james admits that even through inez usually just spills gossip, this time it was true
james wonders if betty could ever forgive him, he considers going to her house and telling her that it was just a summer thing (keep that in mind).
a girl pulled up while james was walking back home, thinking of how he saw betty dance with another guy. she tells him to get into the car and drive. james admits that although he was with another girl, he was only thinking of betty.
james finally goes to betty's house and stands outside on her doorstep and says everything he wanted to tell her before.
the end of the song references betty's song, cardigan, and how she mentions kissing in the car and stopping at a streetlight while they were drunk.

pov : unknown name, the person james cheated on betty with

her and james got together in august, but she always knew he would slip away from her because he was never hers in the first place.
here she reminisces about when she pulled up her car and he got in with her (when they first got together). she repeats how she knew it would end but she had a small hope he would call, they would have a chance.
