Okay, there have got to be some HVAC folks or engineering nerds who can think about this.

We have feds blowing extremely toxic shit onto our streets, which will wash into the river and do unknown damage.

What if we assumed @JoAnnPDX and @ChloeEudalyPDX were on our side.
Commissioners Eudaly and Hardesty have auhority over @PBOTinfo and @PDXFire, respectively. PBOT has authority over the streets and sidewalks downtown. PDXFire has all sorts of equipment including hardcore PPE for smoke etc.
What if we decided that instead of making dads blow tear gas back at the feds, we were going to remediate the disaster. What kind of air-moving equipment and fans would we need to simply vacuum the hazard and dispose of it safely?
Engineers, let's think big. There is plenty of three-phase power available if we have @PBOTinfo's help. There are hydrants available if water can be used to reduce the threat. Presumably @PDXFire has all sorts of fans.
