this football analogy is also a great way to understand how we can make regulations better to spur development.
A lot of times we focus on the referee duties of our regulators (cracking down) or try to solve problems by directly playing (like govt "starting" Nigeria Air)

But we forget that the most powerful agent for change is the regulator, the same way in football it is FIFA. FIFA can wake up one morning and make a rule that affects the way the game is played, the way players are coached & the type of players that come through for years to come
For eg everyone complains about the standards of defending but have you noticed that fifa has been releasing rules that favor attackers since the 90s?
Denmark won the euros 92 by defending, scoring 1/2 & then massive time-wasting by passing back to the keeper to hold the ball.

what happened next? cause this would affect viewership, FIFA changed the rules to outlaw that.
Since then keepers have to be better with their feet, made the game so much faster & exciting (achieving FIFAs goal to increase interest) & teams press keepers into mistakes like this
