The choice of language directs the lens of comparison onto the government. Since the govt is the subject of the first clause, it is the govt --not the people or their implied rights-- that is being scrutinized and followed by the headline. 2/4
If you have enough comprehension to get that, then you'll be able to follow that the issue is with the consistency of govt narrative, or lack thereof. The comparison is explicitly between the rationale used by the govt in program/policy execution. 3/4
How can the govt facilitate mass events that go against its own social distancing policy, then shift the blame on its people when the policy outcomes are not achieved? This question on consistency, reliability and accountability should have been prompted if you were discerning.⏹
