Progressive erosion of accountability is being accompanied by the concentration of power in hands of the purported strategic genius Cummings . Slogans with cut through and message discipline under Dom's control work in campaigns

But strangle government like a choke hold

Features of Cummings's failed idea of governing are

*Centralise control

*Top down

*Create new parallel structure

*Exclude local

*Seek Game Changer

*Appoint commercial partner

*Appoint crony to lead new task force

* Let announcements drive strategy eg 100,000 tests

There is no arena of policy where Cummings approach has been , or will be , effective

What response to Covid Crisis needed was clear strategic focus from outset and the detailed sustained effort to make it work

*eg from 12 March building up Test and Trace from what was there

Not only has the Johnson/Cummings Govt failed to learn from its failures it's determination seems to be to repeat them on an even larger scale
