where is the line between cultural appropriation and cultural appreciation? if a person of a different nationality

does something like wear the traditional clothing, dance a traditional dance- is it always appropriation?? here, for example, koreans love seeing foreigners trying hanbok, bc its spreading our culture. so the concept of appropriation was really confusing for me..

if one studies the culture and backgroud well and follows it correctly and respectfully, is it appreciation? and what makes wearing traditional clothing appropriation even if its done correctly?
