"Learn to think" derives from Trotskys evaluation of contradiction between national state and world economy. Whereas WE is not just the sum total of the national economies, but practical is a reality on its own.

Both parts influence each other. Conflict between major powers, major powers against small ones, everyone trying to make it comfortable for buiseness. Both domestic and from abroad or "against" foreign capital.

It comes here that workers, diveded in nationalty, companys and other divisions must achieve a program that empowers them globaly. That however depends on the political, theoretical and organisational power of workers.

Remember that Lenin in "What is to be done?" urged for the formation of an all russian social democratic newspaper on the highest theoretical niveau, here thinking of the german social democrats.

"Learn to think" was written 1938, its an addendum to the Transitional program and follows the establishment of the fourth international. It is one document among many, thats why there a no concrete cases.

Trotsky rather uses, from the actuall situation, assumed cases to illustrate how an International workers party should act. Fair enough, a strike in italy during fascist times is a little bit far out.

To draw this thread to an end, there is a fictious example of Belgium becoming socialist and recieving weapons from France in order to defend itself against fascist Germany. The catch: After rebuking the invasion France itself would crush revolutionary Belgium.
