I chatted with some scholars of r2u migration & poverty alleviation policies. I wanted to know in what ways "labour transfer employment" 劳动力转移就业 is different from spontaneous r2u labour migration. note that previously it was also quite common for local govts in underdeveloped areas to help recruit workers and hire buses to send them in groups to coastal provinces. And spontaneous migration (local govt may offer training) may also be included in LTE numbers.
So in the end, in most other provinces (meaning outside of the regions with the forced labour & cultural eradication issues) it's not so different from previous r2u labour migration. Provinces are likely to inflate the numbers because it's a KPI - indicating
they're doing well in terms of boosting the employment rate of the rural population.
Then there're a lot of resettlement projects in mountainous & ethnic minority areas. Entire villages are relocated to cities and people are employed in factories. Dunno how exactly it's going.
