This is a major issue throughout the temperate north. When you're doing large scale testing but the true positives have dropped to almost none, the false positives will outnumber them even with a relatively low error rate.
Here in DC our numbers are so microscopic that I can't help but wonder if false positives alone will keep us in Phase 2 forever.
