In the light of the upcoming assembly elections, hate speech was deployed by BJP leaders as a lethal weapon to incite violence against Muslims & anti-CAA protestors to garner Hindu vote.The committee identified series of hate speeches that were made to stoke communal tensions:2/n
The report draws specific attention to the provocative speech made by BJP leader Kapil Mishra on 23 Feb, who in the presence of the DCP of NE Delhi issued an ultimatum to the police.Within hours of this speech violence broke out in various parts of NE Delhi, says the report. 3/n
The ramifications of these hate speeches were felt instantly. Murderous hordes consumed by religious passion took to streets only to mercilessly assault Muslims physically, verbally and sexually, ransack homes and shops, and raze down property entirely. 4/n
From shops to Masjids to houses, Muslim dominated areas were carefully identified and targeted. Shockingly, the Police were active facilitators of the brutality as they stood by and watched the blood-thirsty mobs go on a ruthless rampage. 5/n
Narratives projecting the violence as a “riot” are blatantly false. There is exceeding evidence to show that the attacks were premeditated with the specific intent of targeting the Muslim community. This was, in every conceivable way, an elaborately planned pogrom. 6/n

With the impending Delhi elections, the Moral Code of Conduct had been enforced by the EC. Notices were issued to Union Minister of State Anurag Thakur and BJP MP Parvesh Verma under Section 123 and 125 of the RPA, 1951 for their incendiary speeches.9/n
However, no FIR has been registered against either of them or against Kapil Mishra till date despite the Delhi HC expressing anguish over the same on 26th Feb, 20. Hate speech provs under RPA/IPC yet again prove to be insufficient to address consequences of hate speech. 10/n
Other State Minority Commissions must learn from the crucial role played by the DMC in advocating for minority rights in times of rising communal tensions. It is without doubt, that the hate speeches enumerated earlier tipped the scale of violence causing the pogrom. 11/n
The sinister nexus between the police, political masters and other non-state actors led to the murder of 53 citizens, has caused severe injuries to at least 250 people. Number of missing persons remain unknown. 12/n
We demand that strict criminal action must ensue against the Delhi police. FIRs be filed against the perpetrators of the pogrom as well as speedy compensation to victims of the pogrom. 13/n
We implore all of you who have the strength to read this critical report which has laboriously documented the depraved nature of violence that was endured by the Muslim community. 14/14
