Some additional info here on the actual date that this was filmed. I was off by 6 months, it was filmed in late April 2019. Shadow analysis can only chronolocate to a date around the solstice and it is up to contextual clues to narrow it down further. https://twitter.com/Nrg8000/status/1175353408749891584

In the quoted thread I used Google Earth imagery to rule out August 2017, April 2018 and August 2019, but failed to rule out April 2019, which was not covered by Google Earth Imagery, to clarify the date further I needed additional imagery which I only got after this thread.

The thread looks the contextual clues of the bushes/the pavement to narrow it down to those two dates, below I'll detail the additional information that made it clear it was April 2019. This gif shows lower resolution imagery from August and April, see if you can spot the changes

Spoilers:
There are 4 changes:
- The number of trains at the station
- A dirt track in the SE becoming worn by April
- The patch of vegetation near the centre of the screen that was cleared by April
- The number of bright blue shipping containers to the west of the station

The exact date is unknown, so the trains are not helpful.
The dirt track is out of frame in the drone video.
This leaves the other two, further Sentinel satellite imagery (every 5 days) shows that the # of shipping contains does not vary considerably day by day or week by week.

The red box in the image below shows the area that was lightly vegetated in August 2018, although it can't be seen fully it looks paved rather than vegetated, suggesting that the drone video is from April 2019.

Additionally, and more clearly, the shipping contains are arranged in a certain grid, @PlanetLabs happened to take a high resolution satellite image of the area on April 19th 2019, which showed an identical grid of shipping containers.

Together, these show that the footage was taken in Late April 2019, rather than August 2018.
Contextual clues are required to fully chronolocate footage. But without the shadow anlaysis and narrowing down the dates to two small windows in the year, it would be impossible to check

Although not independently verifiable, this conclusion also matches with reporting from CNN that quoted a US intelligence source stating in 2019 that they were aware of a prisoner transfer from Kashgar to Korla "earlier this year". https://edition.cnn.com/2019/10/06/asia/china-xinjiang-video-intl-hnk/index.html
