Here are the elements:
- Lump sum payment to keep PCPs at 2019 levels thru year-end
- January: flat monthly population payment per patient to replace FFS (at 100% of 2019 levels) plus incentives for quality and total medical cost up to DOUBLE those levels

This is a far better system of payment for primary care. Rewards improving population health. And encourages continuing to provide virtual care. @BCBSMA and @BlueCrossNC& #39;s similar program are showing what national primary care policy should look like.
