"While at the moment, staff are being advised to work from home where possible, in future staff will be encouraged to use public transport and talk to their employers as to whether they can return safely."

This is totally wrong...
Remote working for the most part is not and should not just relate to safety, it's about a better work/life balance.

Office cost savings for employers, travel and time savings for employees, and in many cases a more productive workforce.
The Government needs to accept that they've let the genie out of the lamp and have accelerated, the previously already increasing, remote work culture by 10 years overnight.
Many employers and employees do not want to go back to travelling 1-3+ hours a day just to sit in front of a screen, purely to save Starbucks, Pret, Office rental companies, etc

We need to embrace that we've re-distributed inner city economies to a more urban setting.
Companies, especially in the tech sector who demand employees come back into the office full time for no other reason that sitting in front of a screen will find they lose people to companies who do.
I'm not sure I'll ever take a job that demands I be in the office 5 days a week again
