The people in classrooms are the educators while the people above them are admin who typically have taught in a classroom. And then you have district staff and board of directors who sometimes have never taught in a classroom.

And those people are the ones holding meetings deciding on what to do.

It’s not necessarily the educators responsibility to formulate reopening plans district wide. That’s not how it works.
Every time a decision is made from the state or county the board of directors or personnel commission gets together and decides what to do in order to abide by the orders or laws.

And then that info gets filtered down.
And this is presently why teachers aka Educators have no clue what’s going on....Outside of what their union is telling them.

Because decisions still have to be made.
