**Sam's adoptive mother Bridget is the president, and at one point a guy named Die Hardman*** says to Sam "The President is waiting." Then he pauses and says "It's your mother." Then he pauses again and says "Bridget."

***This is me saying that Die-Hardman is literally the least funny name in this game and Death Stranding is a very good comedy 10/10
