I think I've figured it out - the reason the Trump admin was effectively pushing increases in #COVID19 in swing and blue states, and opening the economy early:

it's not to kill people or to legit open up, but for
economic crisis and evictions to drop minority voters from rolls.
Puts on evil genius hat...

Start with the early openings in GA/absence of closings (AZ), mashed up with the termination of unemployment benefits for those who couldn't to go back to risky jobs out of concern for their own safety or at-risk family members.

Financial hit #1.
That prevents R0 from dropping below 1 before many are forced back into the workplace, driving an increase in transmission rate and exacerbating the spread of the disease, particularly to low-wage and minority workers.
Even those who went back, if they get sick, they lose income, they rack up bills - possibly temporarily protected by federal or state-based stays on any evictions during the pandemic, which are about to expire in the next few weeks if additional govt action is not taken.
And those without income since March will be unable to catch up on their back rent, as the resumed shutdowns will leave them with zero income.

Thus begins the first wave of evictions.
Meanwhile, skyrocketing rates of transmission eventually necessitate additional shutdowns (in some areas), though some Trump-friendly GOP-led legislatures will refuse to extend stays on evictions through the months that follow.

Opening schools will certainly be another hit to r0
Monitoring new school enrollment will be one way to identify which families have changed physical location; moving without changing school registration can be used to stir up criminal charges against families that could impede their ability to vote.
But, as evictions are enforced starting in August, September, October... all those tenants who no longer residing at the address where they are registered to vote will likely be removed from the voter rolls with haste.
In states that don't permit same-day registration, any voter who - understandably - doesn't realize the need to register from their new address, if they're lucky enough to have one, as they're being forced from their home...
even if down the street at a motel, or staying with family, as they no longer reside at the address specified on their voter registration: if their residence is called into question at the polls, the voter may find themselves unable to answer they still reside in-district.
And I bet: any local election registrars managed by Trump-beholden Republicans will use @DataTrust and all of the other databases and data mining tools at their disposal to prepare lists of those unlikely to vote for Trump to monitor for evictions, and strike them from the rolls.
So.

If you want to ensure the legitimacy of the 2020 election, ALL states need to enact legislation that prevents voters who have been evicted as a result of the COVID pandemic to cast their ballot for their prior address.
And I'd try to ensure that ANY new federal legislation contains measures to demand that any voter stricken from the rolls be granted a special status that allows them to vote in either their previous location,
or to register same-day in their current location, as some evicted persons may have to relocate cross-country... and the Trump admin is already doing everything possible to prevent voting by mail.
But, most importantly, I would strongly suggest that the @dccc @dnc @DNCWarRoom publicly highlights this risk when outlining their demands for the next batch of COVID legislation,
and that journalists address this risk whenever speaking with conservatives who are against renewing the stay on evictions, discontinuing extended unemployment insurance, etc.
It's essential to making sure that the public is aware of the risk for this machination prior to legislation being passed - hopefully it can prevent any notion that COVID19 can be successfully used as a means of voter suppression...
Make sure every member of the GOP is forced to address this possible outcome well in advance of ANY vote on legislation. Get them on the record -
if they lie to minimize the risk, and it does in fact happen, it must be a matter of public records to reflect they were aware of the risk and chose to willfully and corruptly enact discriminatory legislation so that any member of the public can seek redress;
and if they do indeed so attempt, it should be made crystal clear to the public that the GOP is more than willing to sacrifice the lives of hundreds of thousands of Americans to ensure they retain their grip on power.
And, of course, public debate prior to additional legislation would help to ensure that anyone who is evicted is, if possible, re-registered in time to vote at their new residence - or a local shelter.
Perhaps task forces of local citizens could monitor eviction notices and reach out to help tenants re-register using a nearby shelter address before the eviction is carried out.
It is beyond horrendous to even think a failing political party would wield life-threatening and deadly illness as a weapon to maintain their grasp on power... but for the GOP, what's past is prologue.

However, with attention, what to come, may still be yours and my discharge.
and, to be perfectly clear - I'm not assuming ONLY minorites and liberals will be evicted - but if this proves to be a strategy, minorities and known or inferred anti-Trump non-minorities will be the FIRST to be forcibly removed from properties by local LE prior to election day
again, my postulating that someone else will take action that is racist does not mean I hold related beliefs about minorities - it's analysis: those working to aid someone who says shit like 👇 will look at the probabilities and engage in what they consider risk reduction.
