Ok so we're going into Item 2, which is the Jump Start spending plan. We'll be taking a half hour break right at 1:30pm - 2pm and anything not discussed finished related to this in the first half will be brought back in the second half.

So Amend. 1 is related to enhanced green building and labor standards and helping to support these requirements as it relates to funding. Also the words "deep green" are being used. Seems to be the de riguer for more carbon neutral / regenerative design.
Amend. 2 (Mosqueda) - add language that is related to EDI and expectation that Office of Housing will work with EDI staff and committee in administering funds; also adds criteria that prioritizes orgs with diverse community representation on their boards
Amend.1 passed, currently chatting #2.

Amend. 3 (Mosqueda + Morales) states expectations that GND spending be informed by the Green New Deal Oversight Board and provides funding for things like electrification and technical assistance for BIPOC and non-English communities *and* board compensation!
CM Morales speaking to the amendment. In essence, it's pushing us to get this board seated and to pay those people immediately. Also cites including workers in that just transition.

CM Mosqueda speaking how a broad coalition helped to build this amendment.
CM Sawant now speaking to the amendment and citing 15% of pollution (I want to say home pollution specifically) is tied to home heating and natural gas.
Amend. 3 passes!

Amend. 4 - modifies the description of economic
revitalization investments and clarifies what that means. Things like supporting people as they transition to green jobs (apprenticeships!) and centers Green New Deal investments.
Centers those that have lost jobs due to the current crises and also supports businesses that come from BIPOC communities and are supporting the just transition. (note: I think I might actually qualify for this. :D )
Amend. 4 passes and that covers all of Mosqueda amendments, which all passed unanimously.
Amend. 5 from Juarez - Adds language to express the Council’s intent that investments are equitably distributed to
provide support and services to low-wage working people, families, and individuals, homeless
individuals and families, BIPOC and other historically
marginalized coms

CM Juarez now discussing the marginalized communities in District 5 that don't have the same access to resources as the central area and discussed the upzones related to MHA from last year (hmmmm)
