Their major decision at that time was to treat #COVID19 as if it was only spread via symptomatic people actively shedding virus via coughing & sneezing making droplets the enemy to be countered.

The decision to assert that #COVID19 was only spread by large droplets allowed WHO to reverse their advice on masks and give the public an action that they could engage in for their own safety.
That decision was their downfall and a huge mistake.

It's a mistake to advise a course of action that requires near universal compliance to assure efficacy.
WHO forget that 5% of US have anti-social personality disorder & a further 25% are libertarian leaning tw*ts.
