"Spur the construction of 1.5 million sustainable homes and housing units." Where? In walkable areas or on the fringe, driving up transportation costs and GHG emissions and generating congestion. Will just the building be sustainable or will the location be sustainable too?

"Sparking the second great railroad revolution." Fantastic! No question, but a comment. I'd love to see a concerted effort to restart Gulf Coast service that was cancelled due to Hurricane Katrina — in 2005.
