Let's start with his first name, Siebren:
Siebren is not a Dutch name, but it's West-Frisian; a language closely related to Old English that's native to the Dutch province of Friesland in the north of the Netherlands. It means 'conqueror of the bear' or 'sword of victory'

Sigma's last name is 'De Kuiper', which refers to the cooper profession (which involves people making barrels, vats, and stuff like that). 'De' means 'the'.
Dutch surnames referring to professions are pretty common, comparable to names like 'Smith, Wright and Baker' in English.

Sigma is from The Hague (Den Haag, or officially 's-Gravenhage). Both names refer to the 'wood' of the Count, as the city started as a hunting lodge for the counts in the area.
The Hague is The Netherlands ' seat of government and is the third-largest city in the country.

His 'Escher' spray is, like the name suggests, a reference to Marits Cornelis Escher; a famous Dutch graphic artist and his his lithograph print 'Relativity' (1953)
His 'Maatjesharing' spray is a reference to the old Dutch tradition of eating soused brined herring (Hollands Nieuwe; Holland's New [herring]). It is eaten raw with raw unions and eaten is supposed to be eaten while being held by the tail, as Sigma is doing.
His 'Night Sky' spray is a reference to Vincent van Gogh's Starry Night (1889). It is heavily speculated that the painting depicts van Gogh's journey to overcome his illness, which ties back into Sigma.
