COVID+: Daily cases per 100,000 should remain below 5 if the virus is being contained. California reported an average of 21 cases per 100,000 over the last 7 days.

Testing: Test positivity for COVID-19 should remain below 5% if the virus is being contained. California reported an average test positivity of 8% over the last week.

Hospitals: The CDC recommends a state have 20% of hospital and ICU beds available before reopening. California is meeting this benchmark right now.

For these reasons, @CALPIRG supports @CAgovernor @GavinNewsom's decision to close businesses and return to lockdown until things can get under control. If anything, we may need further steps to protect public health and prevent needless deaths. #COVID19
