8. Competence, experience and knowledge as hiring criteria for White House staff and senior advisors
7. Cooperation and robust information sharing with other countries and international organizations
6. Surge federal workforce from other less essential areas and services to assist and support pandemic response nationwide
5. A federal workforce working at 100 capacity, even if remotely
4. An effective oversight capability/watchdog to provide proper check on waste and corruption related to pandemic response
3. A daily press M-F briefing from a spokesperson of credibility, armed with facts, experts and guidance for public
2. Politicians of both parties willing to suspend partisanship for the health and well being of all Americans
1. A president smart enough to select competent subordinates, secure enough to empower them to act, and capable enough to use the powers of the presidency to guide all Americans through the crisis.
