Rep. Pablo John Garcia, member of the technical working group that drafted a report on the #ABSCBNfranchise hearings: We met immediately after the House hearing; we met from about 6pm till 11:30 p.m. We reconvened the following day at about 8:30 a.m. and ended about 11 a.m.
Garcia: I think House lawmakers had more than an hour to go over the more than 40-page report. #ABSCBNfranchise
Garcia: In Congress it is easy to get consensus because there are groups, voting blocs. If I made a mistake in getting a consensus, then this will become a minority report. But we can see the vote, 70-11.
Garcia: Congresswoman Stella Quimbo dissented to the findings but she participated in the process. #ABSCBNfranchise
Garcia: I stand by this 44-page report. #ABSCBNfranchise

Garcia: The agency with the primary jurisdiction over the #ABSCBNfranchise is the committee on legislative franchises, While there is no definitive decision from the SC, we are saying that we find that PDRs violate the Constitutional provision on 100% Filipino ownership & control

Garcia: I guess so. It should be. #ABSCBNfranchise
Garcia: Congress must be more proactive from now and exercise more of its oversight function. #ABSCBNfranchise
Garcia: When ABS-CBN was granted a franchise, it was given such for 25 years with no guarantee of a renewal. #ABSCBNfranchise
Garcia: I believe there may have been other financial benefits given to ABS-CBN employees, but the most important benefit guaranteed by the law is security of tenure. #ABSCBNfranchise
Garcia: I disagree that some congressmen became "sudden champions of labor." #ABSCBNfranchise
