Dame Cressida Dick at @CommonsHomeAffs says Met has apologised to athlete Bianca Williams for distress caused during police stop in Maida Vale. She says she’s asked for a review of use of handcuffs to ensure it hasn’t become default practice
But Cressida Dick says two teams have reviewed all material & didn’t identify any misconduct by officers. Helen Ball - Assistant Commissioner- says there were “good grounds” for the stop & officers at that time didn’t know who was in the car. But says “it has caused us concern”
Cressida Dick says she doesn’t recognise figure put to her by @YvetteCooperMP that handcuff use has gone up four-fold in 3 years. Data previously was “inadequate” she says
Onto stop-search, Cressida Dick says she has encouraged more use, after a period when officers lacked confidence and time to do stops but has not set any targets and won’t have “competition” between teams
She says “I don’t expect stop and search to go up and up and up.. there’s a balance..a cost in the community”. Met Commissioner says she keeps an eye on stop figures “like a hawk.. we are getting reasonable yield” from searches with a “positive outcome” of 20%
Cressida Dick says positive outcome rate from stop-searches is the same across different ethnic groups. But she doesn’t want the level of “community concern” to continue to rise. Greatest disproportionality she points out relates to gender and age.
Met Commissioner says there is a “link... I’m utterly sure there is a link” between the presence of officers on the streets and stop-search and a reduction in violent crime, but acknowledges it is “difficult to prove”
Figures cited by @YvetteCooperMP suggest 8000 young black men and teenagers were stopped and searched in May but not found with anything. She says that’s 10% of London’s young black population. “Does that alarm you?” she asks Cressida Dick. “I’m alert not alarmed”.
