Put it this way, more of a baby language. Breaking the system of the app into two parts — the interface and the database. The interface is what the users see, what is presented right on the screen when using the app, the database is the inner part of the system, + https://twitter.com/exouperb/status/1280514196300615682
one that makes the system work, calculating the votes that are being casted. Usually, when a user votes, it has to go through the database first, the database is the one in charge of recording the casted votes right after, the database will update the interface of the app. +
Like for instance, when I, a user casted 10 votes to BTS, the database will directly record the votes I’ve casted, and then it will update the interface— which will appear on screen that 10 votes have been added on BTS. +
Now, unless the app has a really good performance (which we all know isn’t really good, shitty Choeaedol), such flow on the system won’t work smoothly—meaning it may have delays on updating the number of votes on the screen. +
That’s exactly what happened in tonight’s votings. Millions of votes were casted to BTS right in the last 10 seconds of the votings (meaning it’s still valid) and when the votings ended, the database was still just recording the 10M votes +
that was casted(which is understandable given how shity the app is and the utter amount of votes casted) that’s why it first showed that EXO was still leading +
A seconds of delayance but the moment the database finally succeeded recording the 10M votes, and updated the interface to show that 10M votes were added on BTS, that’s how BTS ended up being at #1.
to make it simply,

If you guys don't know let me tell you the breakdown of the idea. The app itself had its own interface and database. As an example, you have an iceberg in the ocean +
the part of the which is above the ocean is the interface while the one that's in the deep water is the database.

The database might be slow calculating votes as the voters are still dropping their votes even before the reset. +
All we can see is the interface and not the real and final votes deep down there. Tallying means that the database is STILL computing the number of votes which are given by the voters before the time.
