imho u should have BOE provide interest free loans up to £50,000 per home, have strict conditions on
1. reducing energy use
2. electrification
3. timeframe it takes for retrofit - 2 weeks maximum and most projects finished in a day or 2

and on 1. doing air-tightness tests and having national standards to achieve better ventilation as well as energy efficiency

aim should be to have zero net annual energy bills or as close to it, the 50,000 budget creates incentives to mass produce solutions that reach that goal

how do u expect landlords/home ownwrs/tenants to pay it back -

I think it should the loan above should replace energy bills as far as possible

so instead of paying for energy ur paying for the loan in ur newly retrofitted home, also should be a national scheme so cost overuns for older homes and homes are cross subsidised not every home will need 50,000 a lot of em will need much less say 15,000

and it should be capped as % of total household income, so say the energy plan doesn't cost more than 10% of annual household income, this could be paid by equalising vat on natural gas on remaining homes and electricity

also net metering, costs for exporting electricity on grid should be same as importing it - this is key to the financial success of the whole scheme - otherwise would lead to very stupid expenses

basically I know it sounds ridiculous but it essentially means having a similar system we have for student loans but for electricity and gas bills

i.e essentially no upfront costs, loan repayments based on household income and strict national standards on what qualifies for loan
