A piece of CPD history

This is Robert Philip Hanssen. He is serving 3 life sentences for causing the worst national security disaster in U.S. history by giving highly classified intel to the Russians.

Hsnssen was also a CPD Investigator back in 1972.
Did Hanssen join CPD with the intention of learning investigative methods and techniques he would later learn more advanced versions of as an FBI Agent?

Was Hanssen's CPD training and experience his "proving ground" and stepping stone into national security espionage?
What contacts and relationships did Hanssen make at the FBI and other federal agencies through his CPD employment?

Was Hanssen playing both sides of the fence during his time at CPD?

What would his CPD personnel record and IAD history reveal about him?
People may ask, "well, wait, 1972 was a loooooong time ago! Why would his CPD career matter now?"

My answer:

Human nature and behavior being complicated as it is, it would only be logical to wonder if his dishonest and dangerous behavior took root at CPD.
Given that it was the 70s, and Burge was at CPD during that time, plus given CPD's well-documented history of corruption, it would only make sense that *something* or a number of somethings may have occurred at CPD that either influenced/inspired him, or made him more enabled
I think even the FBI and the entirety of the U.S. Intelligence Community would find it hard to believe that a person becomes an FBI Agent or Intelligence Officer, and magically becomes corrupt enough to committ the worst national security disaster in our nation's history
