Unlike de Blasio, @NYPDChiefofDept Monahan lists as causes of gun violence spike:
-bail reform
-anti-police sentiment & cop morale
-"insane" chokehold law the City Council passed making "cops take that step back" (that de Blasio has said he'll sign into law)
Asked for more re various cited causes, de Blasio says he thinks central issue is court system not running, so "we can address folks who are violent in communities." Cites other "dislocations" via covid crisis. Mayor ignores, thus downplaying, all things Monahan just said.
Monahan goes on re concerns about chokehold bill b/c it includes broad prohibition on compressing the diaphragm. Seems like a *very* tenuous relationship with month of extensive gun violence. Monahan obviously cited several other perceived causes that appear much more related.
Fairly simple bottom line here: Monahan says clearly, which mayor seems to agree with, that they think there should be a lot more people in jail to stem the gun violence - pointing to bail reform & courts being shut down.
