"There's not one cause for something like this, there's a lot of different pieces," @NYCMayor says at top of press conference, discussing spike in gun violence. Says concentration in Upper Manhattan over w/e. Many causes he says, & many hands on deck needed to address problem.
De Blasio points to:
-delays in court system
-mass social upheaval (unemployment)
-people being pent up for months

Says @NYPDShea is meeting with city DAs & State Chief Judge to discuss getting courts moving again.
As @NYTMetro recently reported, there are hundreds of gun cases awaiting grand juries: https://twitter.com/TweetBenMax/status/1277647697349148672
Very short discussion by de Blasio of the shooting spike. Now that the crime numbers through June are in - reiterating: https://twitter.com/TweetBenMax/status/1277646616904773634
Mayor was mostly MIA all weekend as gun violence spiked further, then shows up for a briefing this morning with a very quick update on how he's addressing the issue & promises of more. Another missed opportunity to really show he's on top of a crisis.
"We've got a huge problem, we take it very seriously," de Blasio says as Q/A begins & asked about gun violence. Mayor says NYPD has shown it can handle such increases & will again, but also needs community partners to step up, & he'll be working on that with Harlem leaders today.
Unlike de Blasio, @NYPDChiefofDept Monahan lists as causes of gun violence spike:
-bail reform
-anti-police sentiment & cop morale
-"insane" chokehold law the City Council passed making "cops take that step back" (that de Blasio has said he'll sign into law)
Asked for more re various cited causes, de Blasio says he thinks central issue is court system not running, so "we can address folks who are violent in communities." Cites other "dislocations" via covid crisis. Mayor ignores, thus downplaying, all things Monahan just said.
Monahan goes on re concerns about chokehold bill b/c it includes broad prohibition on compressing the diaphragm. Seems like a *very* tenuous relationship with month of extensive gun violence. Monahan obviously cited several other perceived causes that appear much more related.
Fairly simple bottom line here: Monahan says clearly, which mayor seems to agree with, that they think there should be a lot more people in jail to stem the gun violence - pointing to bail reform & courts being shut down.
reporter offers mayor an anecdote where a New Yorker compared people getting out of jail to dogs being unleashed & the mayor takes no issue with the analogy, says city is working on fighting crime.
"really, really exceptional situation" de Blasio says of current conditions w court system shut down, mass unemployment, schools closed. Seems mayor doesn't really want to touch bail reform (partial rollback of which just took effect), tho his top cops continue to point to it.
"absolutely not, our guys are not slowing down," @NYPDChiefofDept Monahan says when asked about concerns cops are slow-playing investigations in response to police reform/'defund the NYPD' climate.
"we will not go back," de Blasio says in conclusion, says police & community will work together to address rising crime as they have in the past.
