Allah has bestowed in the nature of the woman to adorn herself with beauty, make-up, jewelry, trinklets, etc. and there is absolutely no harm or restriction on the believing woman to adorn herself with aids of beauty provided that her beauty is not displayed to non mahrams.
Therefore, It is permissible for women to wear anklets on their legs for the purpose of beautification, No problem to wear it infront of women and mahrams, and a woman can go out wearing it providing the anklet is covered and it has no sound.
Let's check Qur'an 24 verse 31 where Allah says : "And let them not stamp their feet so as to reveal what they hide of their adornment Q24:31
TOE RINGS

There is absolutely no prohibition or restriction in Shariah upon the believing woman who chooses to wear rings or jewelry on her leg-fingers or anywhere else on her self she wishes or desires provided she is not exposing it to non mahrams.

May Allah guide us all.
