article on Hetian govt website that says Lin led 250 people in DIFFERENT groups to visit a number of factories, including 洛浦县浩林发饰 Haolin. The article however also didn& #39;t say if Lin was among the group to Haolin. But among the named factories, only one is involved in hair

What wouldn& #39;t take an hour but just one minute via online search is that Haolin is actually well-publicized and documented by Chinese media as a 扶贫 poverty relief project of 援疆 assistance to Xinjiang from the City of Beijing

incentives such as 3-yr free rent, subsidized electricity price, proportionate subsidy of logistics, etc.
A report by 光明日报 Guangming Daily, not dedicated to Haolin, also mentions the company ,in the context that Haolin helps train locals with making hair products.
It& #39;s reported that 4 locals went to train for around 20 days and came back to work in in-village satellite workshops
Undated article (probably before 1Q 2019) on Hetian& #39;s govt says average space of Haolin& #39;s 27 satellite factories around 300 square meters, in 6 counties 乡镇, each employing between 60 to 110 ppl. In total 1082 ppl,among which 596 are 贫困户 (govt-defined) poor households
The @XHNews report says it& #39;s a piece-rate pay and cites a female worker as saying she earns around 1,500 yuan per month.
A report by 新京报 The Beijing News says nearly 2,000 yuan per month.

China& #39;s 2019 per capita DISPOSABLE income of rural households was 16,021 yuan YEARLY

Again, all info above is open-sourced from the Internet with no inside info (personally I& #39;ve never been to Western China) and I tried to use my words carefully

PS:
1) (even) human hair product is common, Haolin& #39;s subsequently seized product by @CBP was, as reported by @AP , later determined to be synthetic.
2) Neither @CBP nor Anglophone media cited anything similar to the above, so maybe it& #39;s worth filing a gap here.
