A THREAD: May 1, U.S. Customs and Border Protection issued a Detention Order on Hair Products Manufactured by Hetian Haolin Hair Accessories Co. Ltd. (Haolin) 和田浩林发饰品有限公司 "based on information that reasonably indicates the use of forced labor" https://www.cbp.gov/newsroom/national-media-release/cbp-issues-detention-order-hair-products-manufactured-forced-labor
It took me about 1 hour to find 4 pics above, which are all openly sourced from public/online info.
The first two pics are from @XHNews http://www.xinhuanet.com/photo/2018-11/24/c_1210001297.htm
the 3rd @PDChina http://paper.people.com.cn/rmrb/html/2019-08/16/nw.D110000renmrb_20190816_1-12.htm
the 4th from a Urumqi district govt website http://www.uhdz.gov.cn/info/1005/26243.htm

Justin Yifu Lin, the ex-World Bank Chief Economist and Senior VP, touring a hair product manufacturer in late July 2019 in Hetian, according to official @PKU1898 (he works there now) site https://www.nse.pku.edu.cn/zcsj/gnzk1/495965.htm
I can NOT (REPEAT: NOT) definitely conclude it's Haolin, but likely
I can NOT (REPEAT: NOT) definitely conclude it's Haolin, but likely
can NOT conclude b/c the caption didn't mention specifically Haolin, but the @PKU1898 page mentioned 洛浦县工业园区小微产业园 and 和田地区进一步聚焦假发 and 林毅夫院长深入了解和田地区制鞋和假发等劳动密集型产业的发展
article on Hetian govt website that says Lin led 250 people in DIFFERENT groups to visit a number of factories, including 洛浦县浩林发饰 Haolin. The article however also didn't say if Lin was among the group to Haolin. But among the named factories, only one is involved in hair
another LIKELY (REPEAT: LIKELY) pic of Haolin, from web of 自治区市场监督管理局 a govt department of Xinjiang http://scjgj.xinjiang.gov.cn/xjaic/qjxx/201909/3da75c4671e54d8da4c7cee051a931b8.shtml
LIKELY b/c again there's no caption to the pic, but there is hair product in the pic and the text (2nd pic) mentioned the team visited Haolin

What wouldn't take an hour but just one minute via online search is that Haolin is actually well-publicized and documented by Chinese media as a 扶贫 poverty relief project of 援疆 assistance to Xinjiang from the City of Beijing
here, Beijing Daily 北京日报 cites it as an example

@XHNews ran a feature of Haolin in late Nov 2018 where it's mentioned: http://www.xinhuanet.com/fortune/2018-11/24/c_1123762283.htm
Haolin had set up 1 main factory, two subsidiary factories and 36 in-village satellites factories where local farmers/peasants could 就近就地就业 work locally close to their home

it is reported that Haolin's parent company has been making hair products for 2 decades and it chose to set up shop in Hetian b/c local govt commercial
incentives such as 3-yr free rent, subsidized electricity price, proportionate subsidy of logistics, etc.

A report by 光明日报 Guangming Daily, not dedicated to Haolin, also mentions the company ,in the context that Haolin helps train locals with making hair products.
It's reported that 4 locals went to train for around 20 days and came back to work in in-village satellite workshops

Undated article (probably before 1Q 2019) on Hetian's govt says average space of Haolin's 27 satellite factories around 300 square meters, in 6 counties 乡镇, each employing between 60 to 110 ppl. In total 1082 ppl, among which 596 are 贫困户 (govt-defined) poor households
The @XHNews report says it's a piece-rate pay and cites a female worker as saying she earns around 1,500 yuan per month.
A report by 新京报 The Beijing News says nearly 2,000 yuan per month.
China's 2019 per capita DISPOSABLE income of rural households was 16,021 yuan YEARLY

There are other Chinese-language reports that can be searched.

It's too late here and I'll leave the comments to you
