Fouls can be unintentional yet punished with eyes on opponent. This was so unintentional Ramos had his back towards Garcia, wasn’t looking nor aware of someone offside if passed to or not involved in play.

And if you must give a foul, it’ll be an indirect free kick not a penalty

AS: According to regulations rule #12 Ramos & Garcia were not contesting for the ball therefore no foul can be called. Even for a reckless act to be flagged both players must be disputing the ball. Ramos accidentally stepped on a rival foot without even looking. No foul.
