Article 13 of ICESCR which clearly obligates
the principle of EQUALITY of OPPORTUNITY: to ensure the RIGHTS of ACCESS to public educational institutions and programmes on a NON-DISCRIMINATORY basis.
And Same was reiterated in Child Rights convention U/A.28.
