Although not everyone would follow the guidelines... 3/
Messaging often highlighted how these measures would help protect others. 4/
There was the problem that effective measures could also be highly disruptive... 5/
...and difficult choices about the level of stringency that was required... 6/
...and debate about what was most important to keep open. 7/
There were sometimes mixed messages about the seriousness of the virus... 8/
...and awareness that mild symptoms early in the infection making it difficult to work out who needed to be isolated/quarantined. 9/
