Non-Muslim worship places existed during the lifetime of Prophet Muhammad &his successors in conquered lands. The real issue was that in those days power and religion went hand in hand. The ruler was the highest religious authority too. His temples signified that.

It is in this context iconoclasm and destruction of idols in Ka'bah have to be seen. Once power was gone, religion and by extension, the temples, were left untouched.
This was done in many places throughout time, even in India by Hindus to each other.

In case of modern Pakistan, this context is entirely absent. We have a social contract that should provide non-Muslims with peace and religious freedom. To say that building a temple is going against the breaking of idols in Ka'bah would be incorrect in my opinion.
