The Ministry of Home Affairs, for last few years, has been investing in poIice training programmes with lsraeI. In February 2014,an agreement was signed on Cooperation on HomeIand Security,

following which a Joint Steering Committee was set up.

This committee first met in lsraeI in Sep. 2014 & set up working groups on border management,internal security & public safety,poIice modernization & capacity building for combating crime,crime prevention & cyber crime.

lndian PoIice Services officer trainees drawn from all states in lndia from the NationaI PoIice Academy, Hyderabad have been visiting the lsraeI National Police Academy every year for a one-week long foreign exposure training.

As part of this ‘exposure’, the trainees are taken around to show how the so-called ‘lsraeI border poIice’ operates. What the lndian lPS trainees are being exposed to, then, is the very core of lsraeIi illegal occupation and apartheid.

More than operating on the ‘borders’ which lsraeI has never actually clarified, this militarised police force is known to be the most brutal corps deployed inside the PaIestinian occupied territories. PaIestinians are made to pass through checkpoints, searched, harassed,

humiliated, interrogated & violated. To pass through a checkpoint, PaIestinians need IDs, which are also issued by lsraeI. The ID cards, based on a national population registry run by HP Enterprise technology, segregate and repress PaIestinians on daily basis.

These trainees are also taken to JerusaIem, which is at the heart of lsraeI’s colonial project. While east JerusaIem is internationally recognized as occupied by lsraeI, JerusaIem itself is under international sovereignty. lsraeI is aggressively ethnically cleansing

PaIestinian communities from JerusaIem. This process of forced expulsion and human rights violations is really what lndian IPS trainees are being shown a demonstration of, when they are taken to JerusaIem.

On ‘exposure tours’ within present-day lsraeI, trainees may instead see how those Palestinians that lsraeI recognizes as ‘citizens’ are in fact third-class citizens, denied fundamental rights and suffering routinely racial profiling and police aggression.

In Durham, North Carolina, the city council voted to end police exchanges with lsraeI.

Rio de Janeiro’s favela movements have now joined hands with PaIestine solidarity to demand an immediate end to such training. We need to move in a similar direction.

The growing ties between lsraeI and India are rooted in ideological motivations wherein the BJ’s Hindutva finds a home in lsraeI exclusivist, supremacist Zionist ideology, and we need to take account of the enormity of police and defence exchanges between lndia & lsraeI.

These exchanges finance and endorse lsraeI’s illegal occupation, apartheid and colonization of PaIestinian people. When lsraeI is hailed as a model and its police and military practices are a made part of the training of lndian poIice officers,

the flagrant human rights violations against PaIestinians are justified and legitimized. An effective struggle against such forms of state violence and impunity must also demand ending ties of poIice and security cooperation with lsraeI.
