1/4 After US talks in Israel this week, impasse on annex. seems to remain.(Also true if Israel did not yield to US demands, this level of US team probably not authorized to modify US positions, rather bring back what they heard.) Seemingly,among at least 3 points of difference:
2/4-- WH focus is on Trump Peace Plan not just annexation side.
--PM's envoy in US writes in WaPo Israel to “commit to not building in those territories [designated for Palestinian State under Plan] in the coming years.”But Right-wing base and PM's representatives don’t accept.
3/4 -- WH reported to expect parallel moves to the Palestinians to preserve plan and help mitigate fallout. Want Israel not just to pocket annexation but offset it with meaningful steps and real commitment to plan as key context. But territorial offsets lack right wing support.
4/4 Plus other offsets, if they require Pal. consent, would need direct talks that do not exist. Meanwhile opposition to move grows, and Covid in Israel surges. Lack of Israeli consensus or priority to issue, danger of far-reaching security, diplomatic and legal consequences...
...and real practical challenges in implementation all loom as large obstacles.
