people afraid with what they don't familiar with. that's just natural instinct of human, or even animals.

earlier when the virus just introduced, they didn't know what to expect. they took maximum effort of prevention to whatever it takes halt the disaster.
however, as the time progresses, they just didn't see a big enough threat to justify their sacrifices. the numbers are indeed enormous, but the impact that they experience themselves just didn't cut it.
3 months have passed, the situation differs a lot since then. the little entertainment they could managed to get away with at first when staying at home doesn't suffice anymore. some people would state that that is not any importance—that health is the priority, it's number one—,
but some could also argue that human doesn't only live with physical health, but along with mental, social, and emotional health (also spiritual in some arguments). boredom is a distinct harm, and what they need, are simply, entertainment and socialization.
there's no wrong in this debate, in my opinion. you can see through a different glass and see a different point of view. you can be positioned in a different shoes, thus make the circumstance contrasts. in the end, we live and go through this together.
