We are going to have to get to the point where people realize that spikes in cases don't necessarily mean we are doing something wrong. Increased activity comes with risks, but permanent lockdowns aren't a serious solution and have their own consequences.
The goal should be to make sure those spikes don't get out of control, hospitals have plenty of capacity, and we are protecting vulnerable populations. We should respond with needed actions when it seems like we are at risk of failing on those fronts.
Of course, that doesn't mean we shouldn't be encouraging precautions such as social distancing and mask usage to limit those spikes as much as possible. But you're going to have ups and downs in most areas.
You're going to have exceptions in areas that are coming down from such a disastrous peak that they had nowhere to go but down and exponential spread is harder in some of those cities because so many people already had the virus. But those aren't areas to model after.
