Family tell me this is Kevan (they call him Kevin) Ruffin, the man a Sheboygan police officer shot and killed this morning near 15th & Illinois. They say he had mental health issues, & the police department knew that.
Sheboygan PD say they first responded to 15th & Indiana for a man carrying weapons.
Once on scene, the chief says officer tried to “disengage” and starting moving backward while displaying his taser. The man kept coming toward the officer. That’s when the officer fired his gun.
