The Trump administration is condemning the officials who leaked the Russian bounty story to the press.

What were they supposed to do?

File an official whistleblower complaint to the Intelligence Community Inspector General?
Could they trust Ratcliffe, the new director for national intelligence, to forward it along to @RepAdamSchiff?

It's pretty clear how this White House treats whistleblowers and inspectors general who try to do their jobs.
Inevitable outcome:

Bill Barr would try to shut the whole thing down.

If it did manage to see the light of day, the whistleblower's name would be leaked to right-wing news outlets and he or she would start receiving death threats.
