Minutes away from the City Council budget vote, protesters from #OccupyCityHallNYC block the intersection of Chambers St. and Centre St.
Organizers with megaphones direct bicyclists to form barriers to protect the crowd at City Hall.
The protesters are organized into rows. The front lines have goggles to protect from pepper spray. Each row will reinforce the one in front of it if the police try to rush the crowd like they did last night and this morning.
