After power reading all 500+ pages, we commend @HouseDemocrats for putting forth a roadmap that addresses the full portfolio of carbon capture approaches. Soils, forests, DAC, CO2 storage, BECCS! We’re thrilled to see many of the reccs we put forth incorporated throughout.
At the core, we need robust innovation policy and significant federal investment $$$ to support carbon removal at scale. The US is also well positioned to become a global leader of DAC, but it needs gov’t support to overcome key barriers. Drawing from introduced bipartisan legislation, the cmte directs Congress to prioritize DAC R&D, fund commercial demos, and establish a DAC tech prize program.
We can’t have a conversation about DAC w/o mentioning 45Q! As outlined in @rhodium_group’s Capturing Leadership report (that @Carbon_180 supported), the cmte calls to eliminate the plant threshold, extend the commence construction deadline and extend the credit payout period.
Looking to give DAC one more push? Well, the cmte calls for federal procurement of synthetic fuels, including those made from CO2 captured from DAC - ultimately supporting bringing carbon to the market and reducing emissions of the US military from aviation and vehicles.

The need for equity in climate policy can’t be emphasized enough. Solving the #ClimateCrisis requires an equitable, just transition to a new carbon economy that includes everyone. We commend the cmte on its flawless integration of EJ across sectors, technologies, and solutions.
We’re excited to see the cmte’s recommended improvements to the EJSCREEN tool. But, we’re even MORE excited for the EPA and other federal agencies to begin using this tool for equity assessments of potential policies and projects.
#SolvingTheClimateCrisis may be a challenge, but it is also an opportunity to reimagine the US economy in a way that is more equitable, healthier and prosperous. We need the federal gov’t to #ActOnClimate and enact a bold suite of policies to de-risk, incentivize and support CDR
This report is a first step -- but we call on Congress to act and turn these recommendations into legislation. We need to pass bold, sweeping CDR bills and leverage the federal government’s ability to bring businesses, research institutions and communities alike to the table.
