curiously the PM didn't mention the planning changes that were pre-briefed in an embargoed pre-speech email, including:

"Under the new rules, existing commercial properties, including newly vacant shops, can be converted into residential housing more easily...."
there have already been limited powers to convert some commercial buildings into homes since 2013, which have not been uncontroversial:

press release also promises "£12bn affordable homes programme that will support up to 180k new affordable homes for ownership and rent over the next 8 years"

BUT the £12bn was announced in March Budget as "this new five-year programme"

in other words...funding has been CUT
the mega shake-up of planning referenced by the PM (expected to include controversial 'zoning' system) won't come for a few weeks:
