If we assume for a moment that Matt Hancock is being completely transparent as to why local level Covid-19 testing results still aren't available -- he says that ‘there’s a long-standing issue in de-conflicting...and making sure we get that data right...’ -- that's an ID problem.
Is the UK's lack of a national ID system part of why the data isn't available?
Of course we don't necessarily need a national ID system to get this right. But having one makes it easier. And it seems that we need to make things as easy as possible at the moment.
The "if we assume" is doing quite a lot of work in this thread.
