Gawadar has been merged with Balochistan and kept under Baloch Govt, so when it starts paying off, the immediate benefactor of revenue is Balochistan.

What BLA does? Attacks the routes connecting rest of Balochistan to Gawadar, keeps Baloch people deprived from jobs in Gwadar
BLA has attacked many sites in Gawadar, including the only 5 star hotel in PC Gawadar, stopping any foreign delegations to visit the city

The attacks are two pronged 1) to keep Gwadar from being developed and 2) to prevent Baloch people from benefitting from investment in Gwadar
A good chunk of CPEC investment is For Balochistan. Most of the route psses through Balochistan and is quicker. An opportunity for Balochistan. But BLA has attacked Chinese and Pakistanis preventing most of the CPEC investment from happening in Balochistan
The reason being, if Baloch people are to start benefitting from investment or trade route from within Balochistan, BLA would lose its relevance. Obviously there’s Indian interest in stopping Chinese route through Pak as well, but not discussing it here
A lot CPEC investment was related to supplying water to water scarce cities in Balochistan & establishing agriculture land there. By attacking chinese people, BLA has forced to abandon most of it. Even water supply to Gwadar, was dropped and is now being financed by Pak Fed Govt
In conclusion: it’s easy to say give Balochistan more attention (which is a fair and agreed upon demand anyway), but it’s hard to see how any investment going in there is targetted by BLA to protect their own agenda which is not even agreed upon by the masses
