A: Yes. But, again, understand these determinations are, and must be, made on an individual basis. There's no master list of approved disabilities & my examples are very incomplete.

PTSD

I'm giving this example at the request of someone who wishes to remain anon. If someone cannot have their mouth covered because it triggers PTSD caused by a violent rape, that's a disability for which we must provide reasonable modifications
Again, and I cannot emphasize this enough, the ONLY appropriate response to that disability is to provide a reasonable modification to mandatory masking – for example, offering a face shield.

There are, of course, other causes of PTSD that might preclude someone from wearing a mask, for example having been a child and an adult intentionally suffocating you.
Other disabilities include people with sensory stuff. My friend @EricMGarcia talks here about difficulty wearing a mask, although he's able to. Many are not. There are some people with pulmonary issues who can't use a face mask
